There are a lot of sites out there that say that in Cali, Colombia there is a custom — or perhaps a law — requiring a mother to witness the first time her newlywed daughter has sex with her husband.  Like many urban legends, there are lots of sites citing this “fact,” but nobody seems to know anything further about it.  Is it a law or a custom?  How did it originate?  Nobody seems to know.  It’s clear that someone just made it up, and people have been parroting it ever since.  Such an absurd rule is obviously false, and in the absence of any evidence to support it, it is abundantly clear that this is no more than another made-up urban legend.
